
Ian Carlo Serna

Ian Carlo Serna is Senior Director of Puerto Rico Operations for Housing, Community Development, and Infrastructure at Tidal Basin Caribe. Ian is an accomplished engineer and attorney with more than two decades of combined experience in the private and public sectors. Specifically in the areas of engineering, broadband planning, permits, infrastructure, project management, construction management, grant management, port management, government, public policy, and legal counseling in Puerto Rico.
Prior to joining Tidal Basin Caribe, he served as the President for the Puerto Rico Bureau of Telecommunications, the organization responsible for regulating the island’s telecommunications industry. He also serves as the Executive Director of the Puerto Rico Permits Management Office and Executive Director of the Municipality of Ponce Secretariat of Housing in which he was of the Planning, Management and Implementation of the housing development programs and initiatives across the Municipality. He also worked as a QA/QC Construction Engineer for Dragados USA in the Portugués Dam Project.
Ian received his B.S. in Civil Engineering from the University of Puerto Rico, Mayaguez, his Master’s in Civil Engineering from the University of Puerto Rico, Mayaguez, and his J.D., from the Pontifical Catholic University of Puerto Rico, Ponce.
