
Liz Skillin is an Assistant Vice President and Project Manager at Tidal Basin Group, where she currently manages the Maui Wildfire housing recovery program for the State of Hawaiʻii. With over 15 years of experience as a seasoned management professional at the intersection of emergency management, strategic planning, and high-stakes communications, she drives business development and cross-functional collaboration, leading high-performance teams to support complex recovery and resilience programs.
Her career spans pivotal roles in government and political campaigns. In 2022, Liz served as Campaign Manager for Dr. Josh Green’s successful gubernatorial bid in Hawaiʻi, overseeing a multimillion-dollar budget, staff and contractor operations, and fundraising that exceeded $2 million in under a year. As Director of Communications for Hawaiʻi’s Lieutenant Governor’s Office, she crafted and executed strategic messaging around the COVID-19 pandemic, the Red Hill fuel-spill crisis, and statewide homelessness initiatives. She also consulted for the State of Hawaiʻi’s COVID-19 response team, building an epidemiological dashboard and coordinating the National Guard’s contact-tracing efforts. Early in her career, Liz worked in a variety of marketing roles primarily in the hospitality industry, including working for the globally-renowned hospitality food and facilities management company, Sodexo.
Liz’s expertise encompasses program and corporate strategic planning, stakeholder engagement, all-hazards emergency preparedness, airport emergency response, and grant management. She has designed and facilitated large-scale training exercises, managed emergency operations centers, and overseen disaster-recovery projects from concept through closeout.
She holds an M.S. in Emergency Services Administration from California State University and a B.A. in Criminology, Law & Society from the University of California, Irvine. Liz is a Certified Emergency Manager and Type 1 Planning Section Chief. She is also an instructor for both the National Incident Management System and the Homeland Security Exercise and Evaluation Program. Her blend of emergency-management acumen, strategic communications prowess, and proven leadership makes her a vital partner in helping clients navigate crises and build more resilient communities.
