Senior Emergency Preparedness Specialist


Kymmie Scott is an accomplished and passionate emergency management professional with over 15 years of experience. She is a vocal advocate for incorporating cultural and heritage considerations in emergency preparedness and a strong supporter of strengthening emergency management capacity in underserved and tribal communities. Her career has included work as an emergency manager for both county and tribal governments, with additional experience as a first responder, instructor, policymaker, program manager, analyst, consultant, and public information officer.

For Tidal Basin, Ms. Scott provides project management and team leadership on a variety of preparedness initiatives with local, state, and tribal governments as well as critical infrastructure organizations to include all-hazard planning, training, exercise, after-action reporting, and program assessment. She develops and reviews proposals, budgets, and project tools to ensure a high degree of client satisfaction and team efficiency and accuracy. Ms. Scott facilitates participatory meetings with internal and external teams to achieve project objectives on time and within budget. She also regularly supports leadership with identifying opportunities, problem areas, and solutions.

Ms. Scott holds a Bachelor of Science in Organizational Leadership with dual specializations in Emergency Management and Public Administration from Colorado State University. She is an alumna of the Heritage Emergency and Response Training (HEART) program which is offered as a joint venture by the Smithsonian Cultural Rescue Initiative, FEMA’s Office of Environmental Planning, and the Heritage Emergency National Task Force. She is also a graduate of FEMA’s first tribally hosted National Emergency Management Advanced Academy (NEMAA), and a certified Incident Command System (ICS) and Community Emergency Response Team (CERT) instructor.
