Associate General Counsel
Caleb Muckala is Tidal Basin’s Associate General Counsel responsible for corporate governance and compliance oversight. He has over 20 years of experience serving as an attorney, specializing in commercial contracts, regulatory compliance, and technology transactions. Caleb applies his legal and operational experience to ensure strong governance and compliance frameworks and is accustomed to delivering tailored legal solutions in dynamic environments. His expertise spans sectors such as utilities, engineering, procurement and construction (EPC), and state, local, and education (SLED).
Throughout his career, Caleb has streamlined procurement processes and mitigated complex legal risks. Among his career highlights, he drafted and negotiated multi-million-dollar SaaS agreements, IT services contracts, and large-scale EPC deals. Caleb’s tenure as Associate Vice President of Procurement and Associate General Counsel at the University of Oklahoma showcased his talent as both a legal strategist and leader, where he led high-value contract negotiations, managed an annual procurement spend of more than $550M, and streamlined compliance, risk management, and contract processes across the institution.
Caleb holds a Juris Doctorate, magna cum laude, from Oklahoma City University School of Law, and a Bachelor of Arts in History from the University of Oklahoma. He has also pursued professional development in negotiations, leadership, and quality management to stay at the forefront of evolving industry standards.
