Senior Director, Major Projects


David Seto is a Senior Director with the Project Management Office (PMO) and Major Projects Project Manager (PM). In these roles David helps support and provide development and mentoring of operational teams and leads Major projects for the company. 

He is a multifaceted, performance-focused, and highly analytical business leader with 28 years of proven experience. His track record of business success with mid to large cap companies stems from a foundation of integrity, ethics, communication, and interpersonal skills set. David has a strong ability of complex problem solving and root cause analysis, leading innovation with change management, setting clear vision and strategy for continued enhancement of business results and brand reputation.  

Following his work in successfully leading a $1.4B enterprise portfolio of programs and projects, David provided consulting services in support of client initiatives such as emergency management planning and training, strategic business development, change management, commercial and industrial construction, physical and technical security and risk assessments, and real estate planning. 

His recent work includes roles as the Chief of Staff for the State of Florida Emergency Rental Assistance Program. Consultant for the Unites States Virgin Island Office of Disaster Recovery Portfolio Management. Principal Consultant for Florida Department of Emergency Management. Consultant for Vanguard Inspection Program. Program Lead for Florida Department of Emergency Management Non-Corrugated Sheltering Program.  

David has education in fields of study spanning Portfolio Management, Six Sigma, Agile, Business Analytics, Risk Management, DevOps, Physical and Technical Security, Emergency Management and Planning, OSHA, Project and Program Management, Change Management and Real Estate.
