Factors to Consider

The Office of Fair Housing and Equal Opportunity should consider the factors below when developing an RFP and scoring responses:

  • Grants Management Experience: The contractor should have demonstrated experience in grants management, including pre-award and post-award activities, to effectively support the FHIP Division in managing grant programs.
  • Grant Application Evaluation Expertise: Experience in managing grant application processes, including securing, managing, and training outside reviewers for application reviews to process high volumes of applications.
  • Technical Assistance Background: The contractor should have expertise in providing technical assistance to federal award grantees, particularly in areas such as data collection and analysis, to support grantee performance and compliance.
  • Subrecipient Capacity Assessment Experience: The contractor should have experience assessing the capacity of subrecipients in the areas of organizational capacity, financial management capabilities, past performance, technical expertise, and compliance history.
