Melissa Gordon, MBA, PMP, Senior Vice President, has been promoted from RPHC’s Chief Strategy and Information Officer (CSIO) to Chief Administrative Officer (CAO). This reflects Melissa’s shift in responsibilities from overseeing the corporate network, infrastructure, security, and IT business applications to leading the entire administrative team. She has been with the organization since 2019 and was instrumental in developing our three-year company strategy throughout 2020. She also served as the Program Manager for the Florida Vaccine project from January through May of this year. This showcases her versatility as a leader and adaptiveness to address the needs of the organization.
Luis Avila was recently promoted to Vice President (VP) of Mitigation. Luis joined Tidal Basin in January and has had an integral part in the field work we have accomplished thus far this year. He oversees all mitigation operational functions companywide, including hazard mitigation grants management across the United States and territories. His experience at FEMA and the American Red Cross prior to joining us has made him an invaluable asset as we expand our mitigation programs.
Laura deLoach is now Assistant Vice President (AVP) of Resource Management at Tidal Basin. Laura supports our operations divisions by managing recruitment, training, logistics, and travel. She previously served as a Project Manager and Director of Grants Management at Tidal Basin. She has more than 24 years of experience with grants administration, and her areas of expertise include governmental accounting, budgeting, procurement, contract management, and compliance.
Don Forse has been promoted to Assistant Vice President (AVP). Don is Tidal Basin’s State Director for Texas, Louisiana and other southern and midwestern regions, in support of our State and Local Government and Education (SLED) business development efforts. He also leads the Rising Phoenix Political Action Committee (PAC).
Amber Madden is now Assistant Vice President (AVP) of Programs and Grant Management on the Community Development, Housing, and Infrastructure team. With Amber’s knowledge and capabilities, Tidal Basin has had the opportunity to significantly expand its CDBG work. Amber has been with the company since 2019 and supported the Puerto Rico and Hendry County CDBG projects. She continues to offer her leadership on the Florida Emergency Rental Assistance Program (ERAP), one of the major contracts the company has launched this year.
