We are proud to announce and welcome three new employees to the Tidal Basin team – José L. Valenzuela, Amber Madden, and Guy C. Enderle.

Amber Madden joins Tidal Basin as our Director of Community Development Block Grant Disaster Recovery (CDBG-DR) Programs. Ms. Madden is an experienced disaster recovery professional with several years’ federal grant management and program implementation experience. She is skilled in federal regulation interpretation, financial management, and overall grant administration with a specialization in CDBG-DR and HUD funding sources.

José L. Valenzuela currently serves as the Deputy Director of Mitigation for Tidal Basin. Prior to his Tidal Basin tenure, Mr. Valenzuela was appointed as the State Hazard Mitigation Officer (SHMO) for Puerto Rico on November 2017, after the hurricanes Irma and Maria hit the Island. As the SHMO, Mr. Valenzuela oversaw the biggest HMGP award by FEMA, $2.9 billion, and was responsible for the biggest Code Enforcement mitigation grant awarded by FEMA, $144 million. Mr. Valenzuela led the mitigation team that developed a comprehensive mitigation grant program and initiated an extensive standardization and update process for 78 local mitigation plans. Also as the SHMO, Mr. Valenzuela coordinated all efforts related to risk reduction, such as the FEMA MAT report for hurricanes Irma and Maria, the adoption of the ABFE’s and the adoption of the 2018 ICC Building Codes, among others. This effort has been recognized with the Community Service Award 2019 by the International Code Council.

Mr. Valenzuela has over 20 years of experience in the areas of government, public policy, planning, regulations, floodplain management, grants management, environmental risk management, among others.

Guy Enderle joined the Tidal Basin team in 2019 as the Senior Director of Federal Services. Guy has an extensive background in U.S. Government contracting. His current role and responsibilities include supervising the business development and revenue acquisition for the federal sector with civilian and Department of Defense agencies.

Guy has more than 20 years of federal sector business development and leadership at both small and Fortune 500 companies including SAIC, Sodexo, and Defendec. In his previously held positions, he worked in federal business development and his career includes large, long-term contract wins. Guy has comprehensive knowledge providing product and services across the DoD, DHS, and the State Department. He has worked in diverse environments such as Iraq, Afghanistan, Europe, and Asia.
