Project name: CEWRI
Project background
The Puerto Rico Department of Housing (PRDOH) selected our team to
address critical vulnerabilities in the island’s energy and water systems by serving as the program manager for the landmark $300 million Community Energy and Water
Resiliency Installations (CEWRI) program.
This pivotal initiative, funded through HUD’s Community Development Block Grant –
Disaster Recovery (CDBG-DR) program aims to solidify Puerto Rico’s infrastructure
resilience and facilitate the provision of energy and water efficiency improvements
for single-family homeowners. This includes installing photovoltaic (PV) systems with
battery backup for essential loads and water storage solutions, directly enhancing the liveability and sustainability of households that participated in the CDBG-DR
funded Home Repair, Relocation, and Reconstruction (R3) program.
Our role in the comprehensive effort encompassed all program operations, from
application processing to the administration of necessary tasks and services. Tidal
Basin’s duties extended to operational support, community engagement and
outreach, intake and eligibility processes,HUD income verification, inspections,
award coordination, and the meticulous management of program closeout services.
A crucial aspect of our service delivery was the provision of bilingual case management, ensuring that applicants received seamless support in both English and Spanish throughout the program requirements and application process. This inclusive approach enabled effective management of applications, inspections, and technical assistance to homeowner applicants, reinforcing our commitment to accessibility and customer satisfaction.
Milestone
To date, we have successfully installed 5,000 PV and water storage systems, marking
a significant achievement in our mission to promote energy and water resiliency in
Puerto Rican communities.

Site Inspector (Federal – FEMA, PA, TAC)
Location: Multiple States
Tidal Basin is seeking on-call Site Inspectors to join our Federal Disaster Recovery Cadre and support FEMA’s Public Assistance (PA) Program. Inspectors will assess disaster-affected sites to document damages, measure facilities, and compile reports for grant applicants. This role involves creating maps, photo markups, and entering data using FEMA software.
Key Responsibilities
- Conduct site inspections and document disaster damages.
- Create detailed reports, including Damage Descriptions and Dimensions (DDD).
- Work closely with stakeholders and provide exceptional customer service.
Qualifications
- 5+ years in construction, inspection, or engineering; Professional Engineer license preferred for engineers.
- Familiarity with FEMA’s Grants Manager is required (or ability to learn).
- Ability to work in challenging conditions and travel extensively for long durations.

Hazard Mitigation Specialist
Location: Anchorage, AK
Tidal Basin is seeking a skilled Project Manager to lead hazard mitigation programs and ensure project success. This temporary role involves providing technical guidance, developing strategies, overseeing project teams, and ensuring compliance with federal, state, and local regulations.
Key Responsibilities:
- Collaborate with clients to administer and monitor FEMA mitigation grant programs.
- Develop, review, and implement mitigation plans and assess project eligibility based on FEMA guidance.
- Serve as a project lead to coordinate activities and ensure compliance with FEMA policies.
Qualifications:
- Bachelor’s degree in emergency management, engineering, or a related field (or 7+ years of relevant experience).
- 3–5+ years of hazard mitigation experience with knowledge of FEMA programs such as HMGP, FMA, and BRIC.
- Strong understanding of mitigation concepts, emergency management, and federal grant management.
