Amber Madden serves as the Regional Vice President for the Midwest region, bringing over a decade of leadership in federal grant program implementation. She is renowned for her expertise in economic and community development, particularly in federal, HUD, and CDBG-DR grants management. Amber oversees all Housing Community Development and Infrastructure contracts and offers subject matter expertise to state and local grantees on federally funded programs.
Her impressive track record includes leading the $1.2 billion Florida Emergency Rental Assistance Program for the Department of Children and Families and serving as the Policy and Program lead for New York City’s $4.2 billion CDBG-DR grant for Hurricane Sandy recovery. This role encompassed over $3 billion in multi and single-family housing programs, approximately $100 million in economic revitalization programs, and $1.1 billion in infrastructure, mitigation, and resiliency programs. Additionally, Amber assisted the City of Houston in establishing efficient financial policies for its $1.2 billion CDBG-DR allocation for Hurricane Harvey Recovery programs.
Currently, Amber is a technical advisor for Puerto Rico’s R3 single-family housing recovery program, focusing on efficient workflows, documentation requirements, and contract oversight. She is well-versed in federal procurement regulations and sub-recipient management, highlighted by her extensive training, including CDBG Regulations, DRGR, and Federal Cross-Cutting Regulations like 2 CFR 200, URA, and DBRA. Her bilingual capabilities in Spanish and English further enhance her ability to serve diverse communities effectively.

Emergency Management Specialist
The Emergency Management Specialist is responsible for performing onsite duties at Emergency Operations Centers (EOCs) when requested by the client. This role includes monitoring and observing debris loading and hauling activities, conducting site inspections, and performing preliminary damage assessments. Specialists document damages, outline the scope of work for repairs, and provide cost estimates. They develop federal grant applications, such as FEMA Project Worksheets, across all Categories of Work, ensuring thorough review and quality assurance regarding damage descriptions, scope of work, cost estimates, and general Public Assistance (PA) eligibility content.
The role requires providing guidance on using FEMA’s Grants Portal, including reporting functions and offering programmatic and technical assistance, such as program reviews and project analysis. Specialists collect, analyze, organize, and summarize financial data. They formulate both large and small projects and perform validations. Assistance with preparing change of scope requests, alternate project requests, improved project requests, time extension requests, processing project worksheet amendments and versions, and audit preparations is also expected.
Specialists support the preparation and application of PA Simplified Procedures and PA Alternative Procedures, conduct project reviews for partial and final payment requests, and prepare Public Assistance grants for net small project closeouts and individual large project closeouts. Completing required training as directed is also integral to the role.

Energy Program Manager
The Energy Program Manager is responsible for managing team members, including subcontractors and sub-consultants, to ensure the effective execution of energy programs. This role involves program design and development and creating guidelines and standard operating procedures to streamline operations. The manager will handle client expectations by ensuring ongoing communication and collaboration to maintain strong relationships. They are also tasked with contract management, reporting, and financial analysis to support program objectives.
Ensuring compliance with all federal, state, and local guidance and policies is critical. The manager will also prepare presentations and other materials for internal and external distribution. The role supports development opportunities related to energy programs, including technical proposal writing. The manager is expected to perform all other duties as assigned and complete required annual training to stay informed of industry standards and practices.
