About The California State Association of Counties Legislative Conference

Hosted by the California State Association of Counties (CSAC), the 2024 CSAC Legislative Conference in Sacramento, CA, is an opportunity to learn, advocate, and participate directly in the decision-making processes that affect California’s counties and communities. Over three days attendees will have the chance to network with legislators, state leaders, and county peers.

Meet our team

Allen Davis

State Director, California


Allen Davis serves as the State Director for California, developing and supporting client relationships in the California region. Allen has worked in disaster preparedness, response, and recovery for 15 years. He served more than 11 years at the US Department of Homeland Security’s Federal Emergency Management Agency (FEMA) in Regions VI and IX. He supported various other FEMA regions throughout his tenure. Allen’s experience at FEMA includes serving as Public Assistance Group Supervisor, Operations Section Chief, Infrastructure Branch Director, and Deputy Federal Coordinating Officer on a multitude of events throughout the United States and its protectorates, including Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and American Samoa.

He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam, the CNMI, and the Southern California Catastrophic Earthquake Plan.

Allen supported FEMA’s Response division as the Infrastructure Branch Director on the Incident Management Assistance Team (IMAT) and Liaison Officer (LNO). He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam, the CNMI, and the Southern California Catastrophic Earthquake Plan. Also, while at FEMA, Allen assisted in developing the first edition of FEMA’s Public Assistance Program and Policy Guide (PAPPG), redesigning the PA Delivery Model, and implementing FEMA’s Grants Portal and Manager systems.

Allen is a seasoned manager, policy expert, technical writer, instructor, and relationship-builder. He excels at optimizing the delivery of disaster programs to maximize and expedite the provision of assistance for Tidal Basin clients.

Education

Bachelor’s in Public Relations and Business Administration, Texas State University

Regional Executive – Western

The Regional Executive is responsible for overseeing all Tidal Basin Government Consulting (TBGC) corporate activities and subsidiaries within their geographic region. The Regional Executive will ensure TBGC is meeting current and future client needs, along with strategically positioning the company for new work, including analyzing regional appropriations to determine growth areas. The Regional Executive is responsible for developing, implementing, and executing the regional strategic plan for their region.  

This position includes overseeing company state directors, and outside consultants for public affairs, government affairs and lobbying assigned to their territory.  Must be able to travel within their territory and represent TBGC at client meetings, conference, speaking engagements and charitable events.

Senior Director of Mitigation

The Senior Director monitors and evaluates the implementation and delivery of Mitigation programs for our clients and makes recommendations to management for further action to improve performance, compiles data for further program analysis, works collaboratively with associated personnel and assists in ensuring that satisfactory quality of Mitigation programs is maintained.

The Senior Director exercises responsibilities within the Hazard Mitigation Grant Program that provides financial and technical assistance to our clients in implementing long-term hazard mitigation measures. Researches and identifies complex Mitigation program issues or problems, takes remedial action, and implements resolutions and improvements to our clients. The Senior Director will develop hazard mitigation proposals and review Project Worksheets (PW). The Senior Director of Mitigation serves as the primary contact and represents our clients in providing interpretation of Mitigation programs, policies, and regulations.
