About the Colorado Emergency Management Conference

The 2025 Colorado Emergency Management Conference, hosted by the Colorado Emergency Management Association (CEMA) in partnership with the Colorado Division of Homeland Security and Emergency Management (DHSEM), will take place from February 11-13, 2025, at the Embassy Suites and Conference Center in Loveland, Colorado. This annual event serves as a key gathering for emergency management professionals from various sectors, including government, healthcare, education, and private industry.

Ashlee Herring Delventhal, CEM, CM

Senior Director, Response


Ashlee is a leader in the emergency management industry with a passion for supporting communities, businesses, and organizations. Ashlee uses modern, strategic approaches to develop and sustain successful programs and builds longstanding relationships with colleagues, clients, and stakeholders. Ashlee’s specialties include catastrophic planning, mass evacuation and sheltering, mass casualty, airports, aviation, and large-scale special event planning.  

Prior to joining Tidal Basin, Ms. Delventhal served the emergency management community at Denver International Airport, the New Orleans Office of Homeland Security and Emergency Preparedness, FEMA, and the American Red Cross. This experience enables her to lead project teams and support clients from the perspective of an emergency manager and with a working knowledge of the public sector. 

Ashlee holds a Bachelor of Science in Emergency Management and a Master of Science in Applied Aviation Safety. She is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a Certified Member (CM) of the American Association of Airport Executives (AAAE).

Ashlee’s interest in emergency management began after Hurricane Andrew destroyed her hometown in a suburb southwest of Miami, FL, in 1992. She knew she wanted to be part of the solution in disasters instead of a bystander. In 2003, she began her career in Emergency Management. Since then, Ashlee has responded to 14 major disasters and three mass casualty accidents while helping countless entities strengthen their preparedness programs. Ashlee currently lives in Denver, CO, with her husband and two dogs.

Director, Debris Operations
Location: Remote (with travel requirements)

Tidal Basin is seeking a Director of Debris Operations to lead and grow its Debris Management sector. This role involves developing client relationships, managing debris response projects, and overseeing staff to ensure excellence in disaster recovery operations.

Key Responsibilities

  • Lead Tidal Basin’s debris management operations, ensuring compliance with FEMA protocols and client satisfaction.
  • Build and maintain relationships with clients, stakeholders, and teaming partners to enhance the company’s debris management practice.
  • Supervise and mentor staff, monitor project performance, and manage budgets to meet operational goals.

Qualifications

  • Bachelor’s degree in Business Administration, Emergency Management, or related field.
  • 7+ years of experience in disaster recovery with a focus on debris management, including 5+ years in a supervisory role.
  • Demonstrated expertise in project management, client relations, and FEMA regulations, with ability to travel and deploy as needed (~75%).

Engineer – Coastal Engineer (FEMA PA TAC)
Location: Remote (with travel requirements)

Tidal Basin is seeking an experienced Coastal Engineer to support disaster recovery operations as part of FEMA’s Public Assistance (PA) Technical Assistance Contractor (TAC) program. This temporary role involves deploying to disaster sites, assessing damages, and providing technical expertise to help communities recover effectively.

Key Responsibilities

  • Conduct site inspections of disaster-damaged facilities, document damages, and estimate required repairs using industry-standard tools.
  • Serve as a technical expert, advising FEMA, recipients, and sub-recipients on coastal recovery projects and compliance with federal guidelines.
  • Facilitate cost estimation, mitigation proposals, and program delivery to ensure effective recovery efforts.

Qualifications

  • Bachelor’s degree in Civil or Coastal Engineering; Professional Engineer (P.E.) license preferred.
  • 5+ years (Mid-Level) or 10+ years (Senior-Level) of coastal engineering experience, with knowledge of wave mechanics, structures, and coastal practices.
  • Expertise in FEMA Public Assistance programs, Grants Manager systems, and measuring tools, with availability to deploy for extended periods.
