About The CESA Annual Conference

Hosted by the California Emergency Services Association (CESA), the 2025 CESA Annual Conference in Burlingame, CA, is an opportunity for emergency management professionals from a diverse variety of disciplines to work jointly to build effective preparedness, mitigation, response, and recovery strategies.

Why Connect with Tidal Basin

California faces some unique disaster challenges, from wildfires and earthquakes to droughts, and that’s where Tidal Basin steps in. We focus on preparedness, response, grant management, and mitigation services to help state and local agencies strengthen their emergency plans and build resilience.

We’re also experienced in navigating FEMA’s Public Assistance and Hazard Mitigation programs, making the process smoother and ensuring the funding is put to use as quickly as possible. Jeremy Speaks

Deputy Director, Engagement Management


Jeremy Speaks serves as Deputy Director of Engagement Management and brings over six years of specialized experience in public assistance and grant management. His career includes significant contributions to FEMA’s Public Assistance programs, where he played a pivotal role in responding to major disasters such as Hurricanes Katrina, Rita, and Wilma. Jeremy’s expertise in grant administration is exemplified by his precision in monitoring and administering grants and his proficiency in writing comprehensive project worksheets.

Jeremy has a proven track record of serving as a technical expert on cooperative agreements and a keen ability to analyze financial reports and grant data on a regional scale. His collaborative efforts with local and state officials have ensured seamless coordination and compliance. He applies his deep understanding of program compliance requirements to assist New York applicants in securing closeout and progress payments. His goal is to help clients retain essential funding upon completing their projects. Jeremy has successfully worked with various applicants, including the Town of Brookhaven, Nassau County, the Village of Bellport, the Three Village Central School District, the Town of East Hampton, and the Village of Port Jefferson.

Jeremy’s experience extends to dealing with FEMA’s Public Assistance Alternative Procedures (PAAP) for Permanent Work under Section 428, enhancing the effectiveness and efficiency of grant-funded projects. With his authoritative knowledge and commitment to excellence, Jeremy is a trusted partner and valuable asset.
