Jennifer Oswald is a Senior Project Manager at Tidal Basin with over 19 years of experience in FEMA Public Assistance (PA) Program management. Her career spans disaster recovery efforts, including 19 major hurricanes and flooding events, and the COVID-19 pandemic across nine states from the Gulf Coast to the Midwest. Jennifer specializes in project closeouts, QA/QC processes, policy guidance, and Stafford Act Grants.

At Tidal Basin, Jennifer leads efforts to identify eligible projects, prepare cost reports, analyze field documentation, and develop FEMA PA Project Worksheets (PWs). She works with local, state, and federal officials to address eligibility and streamline the reimbursement process, ensuring accuracy and compliance in every submission.

She holds a Bachelor of Science in Business Management from Florida Gulf Coast University and certifications, including a Florida All Lines Adjuster’s License and Florida Insurance Customer Service License. Jennifer’s expertise in FEMA Grants Portal, PAPPG, and disaster planning has established her as a leader in disaster recovery and grants management.

Beyond her work, Jennifer is committed to supporting disaster-affected communities and helping organizations rebuild. In her free time, she also enjoys reading and spending time with her rescue dog Olive.
