Ryan Buras brings an exceptional mix of leadership, knowledge, and hands-on experience to his current role as the Executive Advisor and Vice President of National and International Programs at Tidal Basin. His past roles include key positions at the California Governor’s Office of Emergency Services and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), making him an invaluable asset in emergency management and program operations. 

At the California Governor’s Office of Emergency Services, Ryan served as Deputy Director, successfully overseeing recovery, mitigation, and response activities for large-scale incidents. He was instrumental in developing and implementing several grant programs totaling over $6 billion. He showcased his executive leadership by directing all personnel, resources, budget, and product development of these programs. 

With FEMA, Ryan was the Director of the National Qualification System (NQS) Program Executive Office. His leadership greatly contributed to the development of the NQS initiative, which aims to ensure a trained, credentialed, and qualified workforce is on hand to respond to all-hazard incidents. 

Ryan’s educational pedigree adds another layer to his credentials, with a B.S. in Atmospheric Science from the University of Louisiana at Monroe. He also holds a Black Belt in Lean Six Sigma, is a certified Contracting Officer’s Technical Representative (COTR) and has a “Secret” Security Clearance. 

Ryan’s exemplary work has been recognized throughout his career with several noteworthy awards. These include the DHS Secretary’s Award for Excellence and the Administrator’s Award for Outstanding Achievement, thanks to his dedication to improving FEMA’s disaster housing capability. 

His expertise is widely recognized, evidenced by his presentations at professional conferences and events, including the Flood Management Association Keynote Address, Congressional Housing Briefings, and the National Hurricane Conference. 

With his impressive background and demonstrable skills, Ryan Buras is undoubtedly well-positioned to excel in his new role at Tidal Basin and continue making significant contributions to emergency management, program operations, and leadership on a national and international level.
