
Rachel Fifi-Culp is the Senior Director and Technology Implementation Department Head for TB Technologies within Michael Baker International’s MER3 (Mitigation, Environmental, Response, Recovery & Resiliency) business vertical, which unites Tidal Basin Group, MLU Services, and Michael Baker’s EMR (Emergency Management & Response) team. With over 8 years of specialized experience in disaster recovery and public-sector compliance, Rachel drives innovation and growth across emerging markets while spearheading market intelligence and go-to-market strategies.
Rachel’s expertise spans federal grant management, FEMA funding reimbursement (PA, IA, CDBG-DR), and disaster recovery operations. She has supported state housing recovery initiatives across Florida, Texas, Georgia, and Hawaii, consistently delivering data-driven program management solutions. Her experience includes overseeing multi-million-dollar federal funding programs, including her pivotal role managing Florida’s $871 million Emergency Rental Assistance program and guiding the step-by-step transition of the state’s Non-Congregate Sheltering mission.
Before joining Tidal Basin, Rachel served as a Budget Policy Analyst at the NYC Office of Management and Budget, where she managed a $91 million portfolio of business recovery and resiliency programs. Her work there included coordinating FEMA local match procurement reviews for $419.5 million in infrastructure projects and providing expert guidance on federal regulations.
Rachel holds a Master of Science in Urban Policy from Hunter College, City University of New York, and a Bachelor of Arts in Urban Studies from Columbia University. She combines her academic foundation with practical expertise in market analysis, emerging technologies, and stakeholder engagement to deliver innovative technology solutions that meet evolving client needs across federal, state, and local sectors.
