Sr. Director, Federal Program Management & Delivery


Stephanie Pictroski is the Senior Director of Federal Program Management & Delivery at Tidal Basin. She brings over a decade of experience in consulting, federal contract management, and strategic marketing. 

In her current role, Stephanie directs all federal contract operations at Tidal Basin, including client management, policy development, and staff supervision. Her leadership emphasizes quality and productivity, motivating her team to consistently exceed expectations and achieve organizational goals. Stephanie serves as Project Manager for the FEMA Individual Assistance Housing Inspection Services Contract, overseeing staff and the deployment of surge workforce operations during disaster events. She also acts as Project Manager for the FEMA Public Assistance Technical Assistance Contract V, managing internal operations, deployable field teams, and maintaining a readiness team for emergent needs. In addition to her operational responsibilities, Stephanie has organized industry events, such as the University and College Caucus at the International Association for Emergency Managers conference. 

Previously, Stephanie was a Project Control Officer at CGI Group, Inc., where she implemented quality management processes for healthcare programs and projects for the Center for Medicare and Medicaid Services.  

Stephanie studied Graphic Design and Communications at Pennsylvania College of Technology and pursued Finance with an Economics focus at Northern Virginia Community College. She earned her Project Management Professional (PMP) certification from the Project Management Institute and actively participates in state chapter conferences to stay informed of industry practices.
