
Rachael Ritchie
Liaison for the Hawai‘i State Office of Recovery and Resiliency (Hi-ORR)
Rachael Ritchie serves as the Liaison for the Hawai‘i State Office of Recovery and Resiliency (Hi-ORR), supporting the interim housing program for Maui wildfire survivors. In this role, she coordinates activities between Tidal Basin’s Project Management Office and state, federal, county, and community partners to streamline communication, drive project execution, and ensure timely decision-making.
Rachael brings more than a decade of experience leading cross-functional initiatives at the intersection of education, operations, and community engagement. Prior to joining Tidal Basin, she directed student success and university partnerships at Outlier.org, where she built and led an eight-member team that supported more than 3,000 online learners and established strategic partnerships with the University of Pittsburgh and Florida Polytechnic University. Earlier, at The New School, she advanced enterprise-wide retention, data, and communications strategies serving 10,000 students, implemented high-adoption technology solutions, and led an integrated advising transformation that increased career connections by 33.5 percent.
Her recent work with the University of Hawai‘i system focused on transfer success metrics and services across 10 campuses, reinforcing her commitment to equitable access and measurable outcomes. Rachael holds a Master of Arts in Liberal Studies from The New School for Social Research and a Bachelor of Arts in Graphic Design from San Diego State University, and completed the On Deck Community Builders Fellowship.
Based in Honolulu, she is deeply rooted in the Hawai‘i community. Outside of work, Rachael enjoys local property restoration projects and exploring Hawai‘i’s natural and cultural heritage.
