Assistant Vice President/Engagement Management Lead

Emily Sprague is an Assistant Vice President and Engagement Management Lead for Tidal Basin Group’s State, Local & Commercial Services division, where she leads multidisciplinary teams in the delivery of preparedness, response, recovery, mitigation, and housing programs across the continental U.S., Hawaii, and Puerto Rico.

With over 13 years of specialized housing-program experience, Emily has designed and managed HUD CDBG-DR and FEMA Public Housing and Nationally Coordinated Shelter (PHC/NCS) initiatives in response to some of the nation’s most devastating events, including Typhoon Yutu and Hurricanes Sandy, Harvey, Irma, Maria, Ian, Idalia, Helene, and Milton. She oversaw the $46.2 million CDBG-DR R3 repair, reconstruction, and relocation program, serving more than 4,000 applicants in Puerto Rico, and guided long-term recovery and closeout operations for public-housing and community-resilience projects.

Emily’s expertise spans all phases of housing recovery, from temporary sheltering, repairs, retrofits, and elevation to voluntary resettlement outside high-risk zones, and includes resilient retrofit design, code compliance, and inspection oversight. Prior to joining Tidal Basin in 2020, she held roles in architectural production and design management at leading firms in New York City and supported FEMA Public Housing Programs in the Northern Mariana Islands following Typhoon Yutu. Her project-management acumen ensures seamless coordination between grant managers, construction teams, and local stakeholders, driving efficient program delivery and maximizing client outcomes.

Emily holds a Master of Architecture from the University of British Columbia and a B.S. (Honors) in Architecture with a Spanish minor from the University of Virginia. She is a Registered Architect in New York State and Puerto Rico, an AIA and CAAPPR member, and has completed Cal EMA Safety Assessment Program training, FEMA EMI IS-01000, FEMA Advanced Building Science Series I, and project-management coursework at NYU’s School of Professional Studies. With her combined design background and deep program-management expertise, Emily is dedicated to building resilient communities and delivering transformative disaster-recovery solutions.
