Vice President, Management Consulting Services


Paul Taylor serves as Vice President, Management Consulting Services. Previously, Paul was a Regional Vice President for Tidal Basin. Prior to joining Tidal Basin, Paul was the Owner and Principal Consultant of Taylor Strategies, a Government Relations consulting firm focused on helping businesses and non-profit organizations connect and work with state and federal government agencies.

Paul has been an executive-level leader and government relations professional in the public sector for more than twenty-five years. Paul served as the Regional Administrator for Region 7 of the Federal Emergency Management Agency (FEMA). As a presidential appointee, Paul oversaw a Kansas City office responsible for federal disaster response and recovery coordination across a four-state region in Iowa, Kansas, Missouri, and Nebraska. Notably, he was the Federal Coordinating Officer (FCO) for the region’s pandemic response in 2020, working with federal, state, and local government agencies to respond to and mitigate the spread of COVID-19. Paul was also the lead federal official responsible for oversight of disaster response and recovery efforts for thirteen other federal disaster declarations, including the historic 2019 Midwest floods, where there were simultaneous major disasters in all Region 7 states.

Prior to FEMA, Paul served in the Army for twenty-three years, retiring as a Colonel. Paul’s early career in the military included a variety of operational, logistics, and planning assignments. Later in his career, he worked closely with the U.S. Congress to shape critical policy and funding outcomes for DoD and the Army.

Paul holds a master’s degree in public administration from the University of Louisville and a bachelor’s degree in political science from the U.S. Military Academy. He has also served as an adjunct professor in Budgetary Politics at the Graduate School of Political Management at George Washington University. Paul is a member of the Board of Directors for Operation BBQ Relief, a nationwide non-profit focused on disaster mass care and feeding, and veterans and first responder well-being.
