Jacob Gray is Tidal Basin’s Senior Director of Mitigation. In this role, Jacob supports clients in the application and management of hazard mitigation funds, assists with Letter of Intent development, benefit-cost analysis, and application development for multiple sub-recipients. He also assists in managing the mitigation business unit, reviews RFP’s, proposal development, and staff hiring and retention.
Jacob supports Alaska’s Division of Homeland Security and Emergency Management with the implementation of disaster HMGP Funds, including BCAs, project applications, and grant application review, and conducts THIRA/SPR for the State of Michigan.
Other Tidal Basin Milestones include:
- Project Manager/Quality Assurance, MD Anderson Hazard Mitigation Plan
Assisted the MD Anderson Cancer Center in developing a FEMA-approved Hazard Mitigation Plan (HMP) that serves as the baseline for all mitigation activities undertaken by the system.
- State of Hawai’i
Assisted with the development of a residential hurricane retrofit program designed to strengthen and assist public housing for which a majority are Native Hawaiians.
- Project Manager, Alaska HMGP Support
Assisted with application development, eligibility, and feasibility determinations for 125 projects totaling $130 Million for HMGP disaster funds.
- Jefferson County Texas Drainage District 7, HMGP Support
Served as Project Manager with three staff serving various project implementation roles to deliver phase 1 data to TDEM for a detention facility, reducing future flooding in Jefferson County.
- Project Manager, Florida Keys Electric Cooperative, HMGP Support
Assisted in identifying, developing, and evaluating opportunities for hazard mitigation projects and selected and moved forward with the four described above. HMGP proposals were developed, and grant applications were completed, including benefit-cost analysis and other services related to gaining approval from the State and FEMA.
- Project Manager/Mitigation Specialist, Jefferson County, Texas BRIC/FMA Support
Provided grant management advice/services for Jefferson County for the Flood Mitigation Assistance (FM.) and Building Resilient Infrastructure and Communities (BRIC) grants.
Prior to joining Tidal Basin in 2019, Jacob served as State Hazard Mitigation Officer for the State of Kansas, and as Homeland Security Specialist for Kansas Homeland Security.
Jacob attended Washburn University and extensive mitigation and military training.
